"Either Chinese cities take steps forward now with BRT and subways, as well as restraints on car use like congestion pricing, fuel taxes, fuel-economy standards, stronger fuel and emissions standards, or they will very soon run into a combination of congestion, pollution, traffic accidents and fuel waste that is worse than anywhere else," said Lee Schipper, director of research for EMBARQ, a transportation think tank linked to the World Resources Institute in Washington.
